is to work with T-mobile and meet their requirements for unlocking.

You broke the cardinal rule, you should meet in person in future to insure the iOS device is unlocked before handing over the money. You may be the money and you may never get this iPad unlocked.

You should buy from apple directly if you dont want problems. If you go to apply with this question they will tell you the same thing but then again the apply reps dont know everything. I work for a wireless provider in the US and we have activated iPads from different providers as long as there is a sim slot but if its from different countries they might have problems. Different bands, incompatable mobile broadband plans and so on. Do some research before buying on ebay or sites where people are selling on their own.

Feb 25, 2014 5:37 PM in response to Franskby onikirimaru,My ipad 3 wifi+LTE AT&T showed as already unlocked I had paid full price and it was not subsidized. I think the link is US specific but if you goto your local ATT website or in this case the one for UAE they will likely have what you need.

No, iPads from AT&T are not carrier locked.
The SIM is carrier locked but you simply need a SIM from a supported carrier.
