That would be an option available from your cellular provider's voice mail system. You will need to access the voice mail system by dialing In and changing options there.

You will need to contact your carrier, this is determined by them and not the iPhone.
You can do it manually - it's a bit of a fiddle but it works. You need to specify the length of time in *seconds* that you want your phone to ring, before voicemail kicks in. This article describes how to do it step by step - I've followed it and it works perfectly
