having trouble with voiceover and set up???

I am having trouble with voiceover & setup. I am stuck on the country screen. United State is selected but when I select it (using VO control + option key) along with spacebar. It does not select. It just makes an annoying sound. Any suggestions? I would really appreciate some advice here. If there is a way to avoid the setup menu, I would like to. Someone said control Q would escape setup but that only shuts my computer down. Advice would be welcome, thanks.

MacBook Pro, Mac OS X (10.7.4)

I got this to work, with the tab key, which was not obvious. And the touchpad needs to be pushed until it clicks. I know this is easy for Mac users, but this is my first Mac so I am learning. Hopefully this is helpful to someone else, especially someone coming from Windows.
