Q: Can it be used a wifi repeater?

I have a Time Capsule which provides wifi to the apartment but in one room the signal is too low. Can I use another Airport Base, maybe an Express, to repeat the signal, without extending the cables from the original Time Capsule?

Yes.

However, if your Time Capsule is a dual band model, you will need an AirPort Extreme to be able to "extend" both bands. Details are here:

Locate the "extending" device approximately half the distance from the Time Capsule to the general area that needs more wireless coverage.
