Issue: Apps won't update. Get pop-up stating, "Unable to Download Application. Evernote and/or apps updating cannot be downloaded at this time." WHY? What do I need to do?

ISSUE: Apps won't update. Get pop-up stating, "Unable to Download Application., 'Evernote' or any app could not be downloaded at this time." How do I resolve this issue?
