If you follow the link for payment it gives instructions, per OS, on how to change iCloud billing information and more. And yes your iPhone will still be able to pop your .me and .mac addresses

You cannot pay for an iCloud account - it is a FREE service.
However, you can pay for additional iCloud storage, above the 5GB you get for free.

I don't know what you mean by "to pop my ...", but if you mean can you access your email via POP3, then no, you can't - iCloud email is IMAP only, but can be setup on an iPhone 3G using the settings here: http://support.apple.com/kb/HT4864
