Try this: Ask Siri "Where am I?" If it answerers "You gotta be s**tting me dumb*ss", your phone has been taken over by the anti-Siri. Put the phone down, and exit the building in a rapid but orderly manner.

GENERAL>RESET>RESET NETWORK SETTINGS
Right after, Siri sounded normal, louder and clearer, back to normal, hope this helps.
