I do not know how to use this outline to return to previous levels I.E.

?. (This will not go to B.)
? (this will not go to II.)
How do I make this work?

Barry has answered about Outline feature in Pages but I wonder if you don't mean the type of outline that is called list in Pages?
If you use a list style and want to return to a higher list level you first create a level by pressing the Return key and then use Shift + Tab key
