Back up your existing iPad. Hopefully you are using iCloud which is easiest but if not, just plug into iTunes and sync which also backs up. If using iCloud, go into Settings > iCloud > Storage & Backup and hit BACK UP NOW at the bottom of the page.
Before selling your old iPad, to remove all settings and information from your device, tap Settings > General > Reset > Erase All Content and Settings. For more information about this feature, see iOS: Understanding 'Erase All Content and Settings'.
When you get your new iPad, simply turn it on and go through the setup process. (If you are buying it used, do the above reset to return it to factory setup) If you are using iCloud, then it will automatically download all apps on your previous iPad, as well as transfer all settings, etc. If you are not using iCloud, then plug into iTunes and do a RESTORE.
For future reference, iPads no longer require hard syncing with a MAC. Much easier to just use iCloud. Think of iCloud as the central point now, and all your devices are slave to iCloud.
Also, as larsona mentioned, everything you buy from the APP Store is yours forever. So, if you ever delete something on ANY iOS device and want it back, when you go into the APP Store, you can go to the PURCHASED tab and there are two selections - ALL and NOT ON THIS IPAD. If the app is already installed on your device it will say INSTALLED. If the app is NOT installed on the device, there will be the iCloud icon which is a cloud with a down area - just click on it to re-download it.
Hope this helps. Since you asked a question that is fundamental to understanding how Apple now runs iCloud, syncing, etc. I thought it might help to have a little more info.
