Other should not be that large. You have something corrupt on your phone. Connect to iTunes, go to the Summary tab and click on Restore to restore your phone. Prior to doing so, be certain that you have imported your photos to your computer and backed up your contacts.

I have this same exact problem!
I have a brand new 3GS (swapped it - and this is the second one! I just had it changed from my original swapped iPhone since it was constantly resetting endlessly).
So I'm a little frustrated since none seem to be working.
Basically, I have this brand new iPhone 3GS from Apple... and when I go to upload my stuff, it suddenly says I'm over capacity by 3GB for Audio! But this is impossible since the same phone last time was under capacity by 4GB.
Here's the deal - when I check off 'manage music' in the options - it suddenly is NOT over capacity and there is 1.5 gb to spare (which is still wrong).
I tried restoring but I get error 3194 - and I tried changing the host file and placing the phone in DFU to restore but I STILL get that message. I reset the phone so it's no longer in DFU - but I still can't restore my phone!
I'm going crazy! This is the third brand new iPhone 3GS within a month that has been a total failure.

Have you downloaded the latest verson of iTunes and done the basic troubleshooting for that particular error, see here http://support.apple.com/kb/TS3694#error3194 iPhone 4S 64Gb iOS 5.1.1
