I got a power mac g4 with dual 1.25 ghz and a 1.75 gigs of ram and a full 160 hard drive but it wont let me install the software. why can't i download 10.5 leapard server software.

It has nothing to do with your machine. 10.5 Server software has never been available for download (at least not legally).
it is (or, at least, was) distributed on DVD, and you need the DVD to install.
Of course, since 10.7 is the current shipping version (with 10.8 imminent), finding a retail package of 10.5 Server is going to be a challenge.
i got server 10.5 disc's it just won't let me download them to my computer.
Then you're using a odd definition of the term 'download'.

I trying to instal leapard server onto my g4 powermac. But it won't let me.
OK, I'm still confused. What is preventing you inserting the DVD into the PowerMac and booting it?
Saying "it won't let me" doesn't help much. What does it do? what happens? What error message do you get?
I put the leapard 10.5 into my cd drive and boot it up.
It start the installing process and ask for my keyboard layout. I couse english and then it tells me mac os x cannot be installed on this computer. This software cannot be installed on this computer.
Then i have to shut down my computer.
My question is i don't know why i can't instal the software to my computer. It meets the requirments.
Once you get into the installer, bring up the Log window (Cmd-L), and set it to "All messages" (Cmd-3). Then attempt the install.
My guess is that you'll see a message in there about untrusted packages. The workaround is to set your system's date back to some date before 3/23/12 before performing the installation.

It appears that the Install DVD you have is a hardware specific OS installer:

The 9C2028 build number indicates an OS release that was built to support a specific machine... One that shipped after 10.5.2, but before 10.5.3. Those DVD's are hardcoded to only install on the specific machine they were created for.
It won't let me download it.
