I have a widget (dashboard) that I wish to submit to Apple Downloads. However, I have no idea how to get it there. Could someone please explain the process to me? Thanks!

That site is apparently fossilized. Apple hasn't updated it in a long time and that's why you can't find the link upload page, etc.
What people used to be able to do was supply a link to their own download (not download on Apple's servers), but the whole scheme seems frozen in time and you can't even do that anymore.

Thanks, you may remember me from the iBooks Author threads. I know one can post widgets in iBooks Author, but this widget preforms a totally differnet function and not related to my book. One more question:
Is there any other way to submit a widget? Should I just post it on my website?

Yes, I wrote the widget. The link I posted points at my site. You can also use the widget from an oridinary web browser. Because of the use of HTML5, you will have to use Safari or Chrome, I'm afraid. The other browsers haven't caught up yet.

You can put your computer with a DMZ on the internet and use http://dyn.com/dns/ and a registered domain to have people come to you, with or without OS X Server.
OS X Server is not for the faint of heart 🙂, BTW.

I presume you have used OS X Lion Server. Despite its difficulties, do you personally think it to be a good server? I have read mixed reviews.
I've used OS X Server for over ten years, including betas.
I don't know your requirements, skills, budget, short/long term plans so I can't advise you specifically, sorry.
