Can you use find my iPhone if you do not enable wifi?

Find My iPhone must be enabled with your iCloud account settings in your iPhone, the same for Location Services, and your iPhone must be powered on and have an internet connection via an available wi-fi network or your carrier's cellular network.
Gos is on as well as find my iPhone in the phone. Any suggestions?

If not, how long has it been missing and do you know what the battery level was at the time?
If the iPhone has been powered off by someone else or has powered off due to a depleted battery, you can't use Find My iPhone to locate it.
No, it was not stolen. The battery should be good. It is my sons phone and we want to be able to find him if ever needed. I set it up the same way as my phone but we are unable to find his. I do have restrictions enabled on his phone for safari and anything for the Internet but we have location on and he is unable to install or delete apps.
Any ideas?

I don't believe there is a restriction for turning Location Services off. If he turns Location Services off, you can't locate the iPhone with Find My iPhone, the same if Cellular Data is turned off.
He has the phone with him now. I have it set so he can't email on the phone I think. Under restrictions It is locked with a code so he is unable to change anything in there.

Where would I find on the phone if the email is enabled? I know it is set up in iCloud. I do know the location service is on because I can locate him with another program. I would just like to use find my iPhone instead.
You need the iPhone in your possession to check if Find My iPhone is enabled with the iCloud account settings on the iPhone and for the restrictions you have enabled on the iPhone. You can't do this remotely. If he knows how this works and you don't have Email Accounts enabled as a restriction on the iPhone, all he needs to do is turn Find My iPhone off with the iCloud account settings on the iPhone when away.
