It forces an application to stop running as opposed to telling that program to quit and giving it the chance to respond or display alerts.

Force quit an application that is not responding. It sounds like Safari won't let you quit, so try force quitting.
Command-Option-Escape - will bring up a list of all applications that are running. If one is not responding (in your case, Safari) simply select it and choose the Force Quit button.
