Snow Leopard is not and never has been a download. You need the DVD from the online Apple Store.
The installer is the same for all countries - you choose the language in the first screen before proceeding to the installer.

Once you've installed that (which is 10.6.3) you can update to the latest version, 10.6.8, using the combo installer from http://support.apple.com/kb/DL1399
The update is free once you've installed the paid OS.
