A recycler in Seattle saves old system disks for Mac fanatics. Find one online or from a recycler.
Post back with the name of a large city near you. We might be able to find you some hidden resources.

A google search of the Atlanta area provided this site:

What is interesting is that it was provided by a TV news reporter. Contacting the station might let you zero in on research that the reporter has already done. Seattle is blessed to have companies that saw the value of holding onto certain historical items for collectors. Other companies just dump recycling into the system and never hold out the gems.

Apple's link for the OS 9 updates is not working, but you may be able to download from this site.

Remember, you need to install the updates in sequence - 9.1, then 9.2.1, then 9.2.2
Cheers, Tom 😉
If you can get a hold of any system software CD for any Mac which had OS 9.1 on it you are able to get it to install 9.1 onto the drive.
-Boot from the System software disk
-dig down to the layer of the system folder where the OS 9 installer package resides.
-open that package and you should be able to install OS 9.1
I've done this with my G3 beige towers from an iMac 9.1 install disk with success.
Hope this helps
