Can I delete apps from the cloud?

You might want to consider starting a new discussion. Since this one is marked solved and is a couple of years old, less people are likely to look at it. A new post would be much more visible. You can link to this one.
In this case, I think the cloud indicates you can download it. The app isn't stored in iCloud.
On your iOS device go to Settings>iCloud>Storage & Backup>Manage Storage and then select your device. You can then remove the backup of individual apps from iCloud.

Apps that I deleted from my screen are still in the cloud when I view my apps in itunes. They do not show up when I view backup and storage so can't delete them there.
You can't delete apps from your purchase history in iTunes on your iOS device, you can however hide them. Simply swipe the app to the left when you view it in the purchased section of the iTunes Store and then tap on the hide button.
You can not delete apps from iTunes/App store once you have purchased them, as they are there so that you can redownload them in the future if needed.
They are not installed on your device and do not count toward your iCloud storage though.

If you want to delete an app from your purchase history FOREVER, meaning you will never ever be able to re-download it for free, you have to use iTunes on your computer.
Open iTunes
Select iTunes Store
Click on the iTunes Home icon
Select Purchased
Select Apps
Run your cursor over the icon of the app you want to lose forever
Click on the circle (x) in the top left corner
Follow instructions
If the app you deleted costs money, and you want it back, you will have to pay AGAIN for it, so don't do this unless you are certain you no longer want this app ever.
Jen this is not the case, doing this hides the apps in a similar fashion as Winston has already described above. By going to your account page in the iTunes store you can view and restore all your hidden purchases.
At this time it is not possible to delete apps from your purchase history.

Oddly enough you can delete books from the iTunes Store on a computer.
This worked for me! I had, in a moment of indiscretion, downloaded an inappropriate app that I later deleted and didn't want my son to find when he went poking around in updates/purchase history. I had deleted it on the phone and from my iTunes library, but it still showed up in the purchase history on the phone. I followed these instructions and now it's GONE. Thank you!

hover cursor over left top corner of app you want to hide. The arrow will now turn into a finger.
click once and the option to hide will appear.
Click hide and done. Now app is hidden across all devices.
