Why can't I use STARTTLS on my iPad or iPod's Mail App for IMAP or SMTP?

My iP[ao]d seems to only have two options: no TLS at all and TLS without STARTTLS. My mail servers require STARTTLS. I to have a plain TLS IMAP server available, so I can work around the issue by using that, but for SMTP STARTTLS is the only supported option.
