Would it be possible for me to upgrade the RAM to 4GB (ie. 1x2GB per slot, 2x2GB 2700 DDR SODIMM sticks in total)?
This is a PowerBook G4, 1.33Ghz PPC.
Or is 2GB of RAM total my absolute max on this machine?

The maximum amount of memory your PowerBook would take is 2 x 1GB modules. Taking it to a max of 2GB
Not sure if you can get 2GB of DDR 2700 other than server memory, was looking for one the other day for another computer and could only see sets of 1GB being sold.

As far as Macs (specially this being PPC), does having same RAM in both slots (ie. 1GB in each) make any difference in performance? So you understand, this question comes from the fact that I now have 1.5GB in G4 and performance is poor (flash video freezes a lot, any other local video freezes a little less) I doubt that just .5GB more will get me any significant improvement. Unless having different RAM size sticks is adding to the loss of performance, I hesitate to spend the money. Can you suggest?

Save your money for a newer Mac. The G4s just aren't capable of the performance we expect today. I am writing this response on my G4 12" 1.5ghz 1.25GB RAM which I like to use when possible. It is good for routine web surfing and is nice to be able to use Apple Works but is limited for any kind of heavy work. They are great within their capabilities but time keeps rolling on and is leaving them in the dust.
