hello
at the moment i use a windows desktop to update my iphone, however this can take quite a long time so i was wondering if i could use my ipad as the main base for my iphone so i could update iphone without using the desktop.

If your device is says connect to iTunes because of something you did, or if you can't restore on the phone because it will get stuck in a boot loop, you need a computer. It would be nice if such a powerful device as the iPad Pro was capable of downloading and installing an OS for a device that normally needs iTunes. Four years from now, this likely won't be an issue any more.
Not sure why either of you are addressing a question asked 4 years ago but you can do an over-the-air restore of your iPhone.

I wish I could. I have the newest iPad and iPhone, but my iPhone feels so clunky. In order to restore Id have to unpack my old iMac. It's been in a box since I got the iPad.

The versions of iOS that get installed on an iPhone and an iPad are different so no, you cannot update one and use that download for the other if that is what you are asking. You can update through iTunes on your computer or through the air on your phone directly. See this article for details.

No. In this case, the iPad is not a replacement for the desktop.
