My question is why Apple Store supporting tricky chinees guys by putting their apps for their "products" without testing?

It is pretty popular in China to put a couple of desired interfaces onto the piece of plastic and to sell it to the customer. Ok, it their business idea

but, the question is why Apple helping them to do it!?
