how do i open 4S to international carriers?

ONLY the carrier to which it is locked can unlock it.  No one else.  not Apple - no one, but the carrier to which it is locked.

 

Locking and unlocking is 100% the decision of the carrier. Apple simply makes the phones, just as Motorola, Nokia, etc.

    Contact the carrier to whom the device is locked and inquire about their unlocking policies.

    ok, im with sprint, one agent said that the "write a note" and we need to call apple. since its been more than 90 days of the purchase, the wanted money to do it. we called sprint again and they said we just need to make "restore" to the phone and its need to work. who's right?

    Sprint phones can only be unlocked for International roaming. Then, only if you are a current customer in good standing. They must remain active on the Sprint network to function.

     

    If you do not have and do not intend to maintain service with Sprint, the phone is useless to you. Sell it and buy something you can use.
