my computer is not letting me stop or run the program, what am i doing wrong?

I'm trying to sync my ipod, it's telling me i cant because of the apple window device is not on, but when i follow the instructions, it's not giving me the option to click stop or run, it's not highlighted. please help

I assume this worked before... Or is this the first time you are using this iPod with this computer?

If you have not already, try shutting down (powering off) your computer. Then, start it up with the iPod NOT connected. Run iTunes. Connect iPod and try to sync it.
