You can change the country by clicking the round flag icon bottom right corner of the App Store window. Same for iTunes.
Your credit or debit card credentials must be associated with the same country where you reside.
"Although you can browse the iTunes Store in any country without being signed in, you can only purchase content from the iTunes Store for your own country. This is enforced via the billing address associated with your credit card or other payment method that you use with the iTunes Store, rather than your actual geographic location."
Billing policy is the same for the iTunes and Mac App Stores.

As is so often the case, your comment has nothing to do with the question that was asked. He wants to know how to change his iTunes/Mac App Store account from one country to another, not view a different country's store.'09 Mac mini, iPad 2, iPhone 4S, Mac OS X (10.7.3), iOS (5.0.1) Mac fanboi since 1984!

I had the same problem. I had to switch fr Russian AppStore to New Zealand one after I changed my location.
It might still be helpful for someone. So I did this:
1) Opened AppStore, went to Featured (bottom left), then scroll down and choose ur Apple ID: firstname.lastname@example.org ,
2) then choose View Apple ID,
and then change country/region and payment info.
After that I signed out of App Store (do number (1) again but choose Sign out),
signed in again and tried to download one free app and I was told 'u may do so only in NZ App Store, you'll be switched now to it' and surprise, surprise I finally was. I did ithis on my iphone so don't know if it works differently on itunes. Hope it will help someone. I was confused when realised it didn't work (before I signed out and signed in again)

I had the same issue when I updated to the latest IOS. All of a sudden I couldn't purchase apps because of my app store location. I had to manually login > Settings / iTunes & App Stores > click Apple ID and login... went to my Country Region and even though it matched what I had previously used, had to go back in and confirm the same country and agreement policy.
Once I finished this process I could once again update my apps and get new ones using the same country local that I'd previous had prior to updating the IOS.

Thank you! I moved to Paris almost a year ago but kept all my US accounts. I never had issues with the App Store until the most recent update today. Thanks to your advice everything is working. Merci!

Thanks Alesitis and others.
I have lived in Dubai for the last 8 years but always used my UK store.
Since downloading ios6 I have been cracking up - unable to access the iTunes music store or download apps .
Kept getting a message " Change to UK store " .
I took your tip to sign out and sign in and it now works perfectly.
MANY THANKS !

Hey if you're having the same problem on iPhone heres what you do
First open up AppStore then go to featured
Then scroll all the way down until you see your account
Then tap on it then login into your account
Then finally it will give you a pop up saying that it's gonna change the country of the AppStore!
