If I delete photos from my iphone will they still be in icloud? Can I get them back on my phone?

Welcome to the Apple community.

If the photos are in both on your camera roll and your photo stream album, and you delete them from your camera roll, they will remain in photo stream. If you delete them from photo stream however, they will be deleted from the photo stream album on your phone and from the cloud.

Whenever I click delete from either photos app or from camera and going to photos from there, it says that it will delete from the iCloud library.

I need to delete photos from the phone but not the cloud...
Need to free up space, but need the photos.
