No Wi-Fi tethering on iPhone 4s

Until recently I could tether with my device over Wi-Fi. However recently this has not been an option when I asked to use personal hotspot the blue notification the Wi-Fi option has not shown in the lock screen.

Does anyone know why this is?

I know that I carriers plan is supposed to support tethering

thank you

for any help
