Safari Web Browser Will Not Open (Windows XP)

Hello,

I have tried everything and I can not get Safari to start. The little hour glass will stick around for a couple seconds and disappear without opening a thing. I havetried changing it and no luck. I have removed and re-downloaded at least 3 different times and I just can not get this stupid thing to work! I've tried looking here for a solution but again have not found one, please help if you can

Let's try some basic principles troubleshooting. First I'd like to check to see if the problem is systemwide, or if it is limited to a single Windows user account. (This is not a cure in itself, but may help narrow in on possible culprits.)

Create a new Windows User account on the PC with full administrative rights. Log out of your normal account and log into the new account. (Don't use Fast User Switching to move between accounts.)

Try launching Safari in the new user account. Does it launch properly in there, or do you get the same sort of behaviour as in the normal user account?
