Plug it in, give it around five minutes to get enough charge, then see if it comes on. It may take longer than five, so don't panic after 5 minutes and 0 seconds. If it comes on, it just needed a recharge. If it doesn't, well...

Here is what happens, and I've tried out several Apple chargers.
Unplugged, the battery charge icon shows only a tiny red bar for a charge, but it will come on.
The battery icon then displays a charging "lightening bolt" symbol showing charging when connected to any charger. But after a minute or two, the battery icon then changes to a "plugged in" symbol and the phone will no longer take a charge. I can recycle through this same sequence by unplugging and plugging back in the phone to a charger, but after a minute or two, that's it.
Well then, there is definitely an issue. It could be the battery, or possibly on issue with the 30-pin dock connector on the bottom of the iPhone. Perhaps one of the pins is bent. I would take it to an Apple Store Genius Bar for evaluation.
