Why do some movies not appear in previously downloaded when I view from my iPad or Apple TV

I recently bought an iPad and Apple TV and while they are great I am having an issue. When I go to iTunes and view purchased movies about half of my purchased movies do not show either on al purchased or not on this iPad. Why is that and how is it fixed
