What is the best option for free or cheap video editing software for go pro videos with Mac OS X v10.5 Leopard.

You will most certainly have iMovie, every Mac ships with it, why not try that?
Any other currently available applications will need a minimum of Intell Processor and Snow Leopard, your Mac may be outdated for these applications.
Not possible for Go Pro videos.
of course footage from GoPro can be edited.
GoPro records in mp4 (h264) the files are transfered from the camera to the Mac and then converted with MPEG Streamclip, for iMovie to DV stream, this is a well established procedure.
