internet sharing option does not appear in iphone 4s ios5.1! why?
iPhone 4S, iOS 5.1.1, released from manufactures
Basic troubleshooting from the User's Guide is reset, restart, restore (first from backup then as new). Has any of this been tried?
Also, Internet Tethering is a carrier feature.. if the carrier does not support it, it may not be accessible.

If the carrier the device is connected to does not support Internet tethering then it will not be an available option.
If the carrier the device is connected to does support tethering, then the option will be available.
All iPhones (3GS and later) have the ability, but it's only accessible if the carrier supports it.
