My User Library folder has disappeared again. Using Go to Folder ~Library no longer works to get to my Domain.sites file.
I recently did a software update and it no longer works to find my Domain.sites file.

When you unhide the library, it's hidden again by repair permissions or system updates.
Try this method for one that survives these updates.
In Finders menubar > Go > hold the option key down > click on Library.
Once opened, drag the icon to Finders sidebar.

Another way is to create an alias and to place that wherever you want - won't clutter up the side-bar
