Is this still applicable despite having £15 credit on the account from a iTunes card voucher?

I have happily been downloading apps offf my iPhone 4s , until I decided to use an iTunes voucher which has been successfully credited onto iTunes. However I have tried to purchase an app via my laptop instead of phone and now there is a billing error. I understand this can be standard , but how can this be resolved.?
