Restore the ENTIRE iTunes folder from your backup.
Do not import anything, there is nothing to import.
Open, iTunes, everything will magically be as it was on the old computer.

Jun 20, 2012 5:36 PM in response to diesel vdubby jerifromfl,Everything was restored from the Backup. But my previous computer was Windows XP and this new one is Windows 7. Could there be a different path it's looking for? All my music was there, just no playlists. Thanks for your help!

Close iTunes.
Place the iTunes folder in the location listed in the link above.
Hold SHIFT and launch iTunes. When prompted to select or create a new library, point iTunes to the correct new location, it should default there but just to be on the safe side.
Now the playlists, playcounts, and other iTunes data should be exactly as it was on the old computer.
