Try resetting your device. HOld down the sleep and home keys, past the red slider, and until you see the silver apple, let it reboot. If that doesn't help, go to the app store and find a free app, any free app. Download and install and see if it fixes the issue. Sometimes the iPad seems to get confused as to who owns it and if they can use the apps etc, and downloading something else - which requires you to sign into the app store - often fixes that.
