Windows 7, Outlook configuration problem.
I've uninstalled the 64-bit version of Office 2010 (MSI version - the Click-to-Run version won't work at all), restarted, then installed the 32-bit MSI version of Office 2010. It seems to have solved the problem. I'm not sure why. I'll let a techy reply to this explaining the reason.

Setup can't continue because Outlook isn't configured to have a default profile.
