I am sure that a few months ago somebody told me how to view a clip with and without an applied effect using a keyboard shortcut  .  .  .  but I can't remember it?

It wasn't Undo Changes (cmd Z) or Redo Changes (Shift cmd Z).

I'm sure it was one command that could toggles the effect on and off.

Are you thinking of the toggle (blue button) in the effects panel? Ross Hunter

How about using auditions to create a duplicate without Effect (Shift + Cmd + Y)and CTRL + Goto next frame/previous frame to toggle between the two clips
