I have tried rebooting phone and my macbook pro and that doesn't work. This started with the new update. How do I fix this?

You can start iPhoto manually. Imports from a device like and iPhone, iPad or camera are usually governed by the Image Capture application on your computer. Start image capture and go to the preferences. There should be a choice for what should happen when a camera is connected to your Mac. Select Run iPhoto. Then save and quit. Plug in your iPhone and see if iPhoto starts as expected.
