Need to unlock iPhone 4s from o2

Bought an iPhone that was advertised as unlocked so I could use it with my orange micro sim however upon receiving I've discovered it is actually locked to o2.
I was wondering if there is a way I could get my phone unlocked or at least switched to orange so I can continue to use my phone without having to get out a whole new contract or buy a new phone?

For O2 to unlock you have to be active on their network either

as a PAYG customer or contract

The iPhone also has to be ACTIVE on their UK network in the UK

The only way they can unlock the iPhone is for you to buy a PAYG

O2 sim use it making calls in the UK and then ensure you have at least £15 credit for the fee

(free to contract customers)

Fill in the online request form and they will unlock
