I bought a music video on itunes recently and it won't show up on my iphone. All other videos I have bought are on my iphone and play fine.

Delete it and re-download it from the purchased section of the iTunes store.
If the problem re-occurs, select the content which is causing a problem and use the 'Report a problem' button in Your Purchase History.

how do you re-download from itunes purchased section? I already reported a problem in purchase history. No response yet.
The easiest way to download a previously purchased item is to click on the "Purchased" link in the right column in the Music Store. You should be able to see your purchases. If not, click on "Recent Purchases" in the new window. Next to any song or music video that isn't currently in your iTunes library, there should be a "Download" button. It's pretty quick and painless, especially when your boyfriend accidentally deletes most of your movies. LOL.
As for why you're having the problem, I can't be sure with a PC, but with a Mac there is a problem with some videos when running in 64 bit mode?
in the itunes Purchased screen it says "downloaded" and won't let me re-download. I have deleted it from all playlists and the Music list. how do I get it back to be able to download again?

Silly questions, but have you logged out of the Music Store and logged back in? Restarted iTunes? That does puzzle me.
Also, have you tried going to the iTunes Store on your iPhone? Go to "Purchased." There's a tab at the top, "Not On This iPhone." You should be able to download it directly to your iPhone from there.
