IMAgent is a Support App.
This means it is in the System Side of the Computers filing system rather than being in Applications or Utilities.
Navigate in the Firewall to the Hard Drive icon/System/Library/Frameworks/IMCore
The IMAgent app is in here.
Technically the Firewall should ask you to add this when you startup the computer.
Having said that some "System" things that are Called by other apps are some times added automatically.

Once it has fully launched this way, Restart the computer.

You just needed to Restart using the option in the Apple Icon Menu top Left of the menu bar.

In iChat > Preferences > Video section go to the Bandwidth Limit drop down and set the speed to 500kbps

If the Buddy can't see you as having a camera then go to the Video Menu of the app.
Depending on version it will have either Camera Enabled or Video Chat Enabled and this should be ticked.
Same for Audio/Microphone Enabled.
Also go to the View menu and tick the Show items for Video and Audio as this makes the green icons appear in th Buddy list for you Buddies and can also effect what Buddies see as your capabilities.

This may tell you that your "Account" (Screen Name) has been Suspended due to "Unusual Activity".
