Having a serious issue after a complete restore on a purchased unlocked (ex-AT&T) phone, model 3GS I cannot bring up a APN setting screen.

Did AT&T unlock it, or did you go through some other method to get it unlocked?
Was it unlocked 'another way' before you had AT&T unlock it?
It was ulocked prior I think with Cydia. But i spoke with AT&T and confirmed it. Did a complete restore, to ensure it was unlocked. Loaded Straight Talk SIM, and all i see is VPN settings.
After 36 hours of messing with it I tried a APN/unlockit.co.nz which installed but no change......
Phone works
WiFi works and Safari with (only in WiFi) no 3g service
Email works, in/out only with WiFi

Bad news for you.
It is very likely that it will never work. Jailbreaks and hacks designed to unlock iPhones can render them impossible to use if you restore or update. There have been a large number of reports of people who have been unable to completely unlock their phones, especially AT&T phones if they were hacked prior to attempting a legitimate unlock.
In any case, your phone was jailbroken. Jailbroken phones can not be discussed here per the terms of service.
The only suggestion we canmake is try a DFU mode restore (google for instructions). If that doesn't fix it, you're out of luck.
Maybe you can help me with my problem. I purchased 2 iphone 4s unlocked phones directly from apple. I bought 2 micro sim cards from straight talk. Got the numbers all tranfered. Went to sent up the apn settings for the data but vpn settings came up instead. How can I get to the apn settings so I can set up the data?
You'll have to work with Straight Talk. They are not a supported carrier.
