I some how have come up with two different Itunes account as a result of an old email address. When i go to my old email address i see that someone else is trying to use it. I would like to merge my old library with my new email address but avoid giving it to someone else.

Items purchased from the iTunes Store are permanently associated with the account from which they were purchased, and there is no way to change it.
However, if you want to put items from more than one account into a single library, you can easily do so. Just locate the files/folders and use the command File > Add File (or Folder) to Library.
