I have a Macintosh computer. The older Mac version of AOL does not work with the latest OS X, and the latest version of AOL Desktop can not import mail from the old version.
I found a program at the AOL Website, called AOL_Service_Assistant.dmg, that was able to extract my mail, browser bookmarks and contacts and install them in the Apple Mail, Safari and Address Book programs. I'm now using the Apple programs successfully with AOL, and the Address Book syncs with my iPad.
There may be a similar capability for the Windows version, but I'm not familiar with it.
This action would be performed on your computer, not on your iPad. Once you transfer your contacts from AOL on your computer to your Windows contacts list, you would then sync them to your iPad via a Computer iTunes sync to your iPad. You might want to Google the following:

I found this App, which just may be the thing you're looking for. It is $4.99, but it appears it will transfer your AOL contacts directly to your device.
