are apple going to make hearing aids?

Since this is a user-to-user technical support site no one here would know that and Apple does not discuss their future plans.

It would seem highly unlikely as it's not their area of business, but you can express your interest to Apple via their feedback pages, if you wish. The iPhone feedback page would be the most likely, I would think:
