I am thinking of switching to an iPhone. I have a pc with OS Windows 7. The Outlook calendar is horrible, I am hoping there is an iCal download I could use with my system.

No, there isn't. iCal is available only in Mac OS X. You could use Google Calendar and sync that to your iPhone, if that would be an improvement.
