How do you create an institutional iTunes Store account?

Is there sucha thing as an "institutional iTunes Store" account? I'm setting up the Apple Volume Purchase Program at our university and while I'm able to setup email acounts to associate with an iTunes account, the account creation process for the iTunes Store is distinctly personal, both i the security questions and in the requirement for a birthdate. Is there a different approach or type of account that I should be creating?
