If there is no sound/music playing, computer starts to make white noise. After sound/music starts, computer pops speakers/headphones. How can I fix this?

If there is no sound/music playing, computer starts to make white noise (unless muted). After sound/music starts, computer pops speakers/headphones (white noise stops). How can I fix this?
