The USB drive won't work with the iPad.

Regarding the camera, do you have it powered on when you connect it to the iPad?  Most of the time, if the camera is on, you should be able to download photos from it.  What kind of camera, btw?

Some cameras have a menu setting on them which you need to set/enable for 'picture transfer protocol' (PTP) and/or 'mass storage device' e.g. my old Canon 20D has this as do a few other Canon cameras (not sure about other makes).

Is the USB drive you are trying to connect a USB thumb drive or a USB hard drive?

I have 4 USB thumb drives - an old one at 250MB, newer ones at 1GB and 4GB, and a new one at 8GB. All work in the camera connection kit except the 250MB (requires too much power). Suggest you get a new USB drive.

    Use your camera's SD card.

Another way. You can use a USB flash drive & the camera connection kit.

Plug the USB flash drive into your computer & create a new folder titled DCIM. Then put your movie/photo files into the folder. The files must have a filename with exactly 8 characters long (no spaces) plus the file extension (i.e., my-movie.mov; DSCN0164.jpg).

Now plug the flash drive into the iPad using the camera connection kit. Open the Photos app, the movie/photo files should appear & you can import. (You can not export using the camera connection kit.)
