I got the new ipad with just wifi connectivity. Does the ipad just connect to wifi when their are networks available, or should it have connection to wifi at all times?

It can't connect to WiFi if there aren't WiFi networks available, can it?
It only needs a connection when you are using Internet required functions.
The ipad will only have Internet connection when you are in a wifi hotspot.
The iPad only needs an internet connection for apps that require it, which are many, if not most of them. Turn off wifi and use your apps to see which ones require a connection. Common sense will tell you about most of them, i.e. Mail, Safari, Messages, Maps, etc.
If wifi is available for you to connect, you'll see the wifi symbol in the top menu bar. http://www.apple.com/support/ipad/assistant/wifi/ Ideally you want 3 curved bars, but you may be able to connect OK with 1 or 2 bars.If the symbol is not present, you can't connect.
